Hong Kong College of Nursing and Health Care Management

The management of the business operation and the affairs of the College shall be vested with the Council and the Council may exercise all the powers conferred upon it by the Memorandum and Articles of Association and shall have power to make such rules and regulations for the management of the College and may appoint Committees or form special interest groups or working parties for special purposes with such powers as it may prescribe.

A resolution signed by all the Council Members shall be valid and effectual if it had been passed at a meeting of the Council duly called and constituted.

The Council may by resolution establish or appoint such Committees for the purpose of dealing with specific departments of the work of the College or for any other purposes as determined by the Council. All such Committees shall report to the Council and shall act under the authority of the Council and be subject to its approval.

Council & Committees

There are currently 4 committees formed under the Council of College as listed as below, which carry out special functions. All committee chairs who are College Council members, and committees members are invited from current fellow members, or any qualified pre-fellows members by the Council, who are willing to contribute to the College.

  • To provide feedback related to monitoring of the standard of Academy College to the HKAN Accreditation Committee
  • To carry out criteria requirement set by the HKAN for accreditation of Academy Colleges
  • To prepare the college for accreditation by HKAN.
  • To follow up on recommendations provided by HKAN Accreditation Committee (if any).
  • To set up Accreditation Panel to assess and review potential clinical training sites, and clinical teachers.

  • To assess the applications for entering the College Fellows, Memberships and to recommend approval or rejection of these applications.
  • To assess the applications for recertification into the College Fellows, Memberships and to recommend approval or rejection of these applications.
  • To assess the applications for the restoration of membership names and to recommend approval or rejection of these applications.
  • To assess the applications for the removal of names from the Specialist Register and to recommend approval or rejection of these applications.
  • To establish and upkeep the Members Registry System, especially recording the registration, renewal and resignation of membership.
  • To assess the entering and exiting of Fellowship Program, including the Viva qualifying step.
  • To consider the various matters including effective internal communication in relating Fellows membership and Fellowship Program.

  • To set, monitor and enforce the standards of education programs preparing specialist in nursing and health care management.
  • To recommend to the College Council, the criteria for the accreditation of professional organizations to be program provider.
  • To recommend to the College Council the procedures, documentations and fees payable for accreditation of education programs.
  • To conduct accreditation processes for program providers and program, and make recommendations to the College Council.
  • To make policy recommendations to the College Council in respect of the standard of specialist nursing practice and education.
  • To keep under review the existing policy and process of accreditation, and to make recommendations to the College Council for improvements when necessary.
  • To design and deliver quality Fellowship Program / CNE program in meeting HKAN requirement.
  • To apply the accreditation of CNE provider by the Nursing Council of Hong Kong.
  • To work in charge the tendered Academic Institute and administration of Fellowship Program.

  • Responsible for planning and the conduct of examinations of the College.
  • To coordinate formal examinations conducted by a Board of Examiners, or other forms of oral examination.
  • To inform the Academy on the format of the examination for endorsement before it can be considered valid.
  • To develop the examination handbook to incorporate the examination policy for admission; committee structure, examination schedule, application process, setting and conduct of examination, grading system, post examination arrangement and appeal system

  • To organize activities to promote and publicize the College
  • To establish the College official website for message distribution of College affairs and promotions of College.
  • To consider the various matters including effective communication channels relating the technical support to the College operation and development
